1. DISPOSICIONES PRELIMINARES
1.1 OBJETO
Esta Circular de Información Aeronáutica (AIC) tiene por objeto difundir las modificaciones temporarias en el espacio aéreo de la FIR EZEIZA y las restricciones de operación durante la realización de la cumbre G-20 en la Ciudad Autónoma de Buenos Aires a partir de las 18:00 UTC del día 29 de noviembre de 2018 hasta la 01:00 UTC del día
2 de diciembre de 2018.
1.2 APLICACIÓN
Esta publicación es de aplicación a todas aquellas personas que, en el desempeño de sus funciones, utilicen el espacio aéreo de la FIR EZEIZA durante la realización de la cumbre G-20 en la Ciudad Autónoma de Buenos Aires a partir de las 18:00 UTC del día 29 de noviembre de 2018 hasta la 01:00 UTC del día 2 de diciembre de 2018.
1.3 INTRODUCCIÓN
El incremento de los movimientos aéreos y la importancia y carácter de los Jefes de Estado que asistirán a la realización de la cumbre G-20, en la Ciudad Autónoma de Buenos Aires, trae aparejada la necesidad de adoptar medidas de seguridad (SECURITY) por parte del Ministerio de Defensa de la República Argentina, que indefectiblemente afectarán el normal desempeño de la actividad aeronáutica en el espacio aéreo afectado.
Debido a esto, el Comando Aeroespacial del Estado Mayor Conjunto de las Fuerzas Armadas, responsable de la defensa del espacio aéreo argentino, la Autoridad Aeronáutica Civil (ANAC) y el Prestador de los Servicios de Navegación Aérea de la República Argentina (EANA S.E), realizaron una exhaustiva planificación y coordinación con vistas a compatibilizar las medidas de restricción que requiere la seguridad de los Jefes de Estado, las cuales imponen limitaciones en algunos sectores del espacio aéreo a la aviación civil nacional e internacional sin afectar la seguridad operacional.
En consecuencia, se llevarán a cabo una serie de Medidas de Coordinación del Espacio Aéreo (ACM) entre las que se destacan: la implementación de zonas prohibidas y restringidas de vuelo, la reorganización del espacio aéreo con la suspensión temporaria de algunas aerovías (AWY’s), salidas normalizadas por instrumentos (SID) y llegadas normalizadas por instrumentos (STAR) y el cierre temporario de algunos aeródromos ubicados dentro de la TMA BAIRES.

A 10. TEMPORARY MODIFICATIONS INSIDE EZEIZA FIR AIRSPACE AND OPERATIONAL RESTRICTIONS DURING THE CELEBRATION OF THE G-20 SUMMIT.
1. PRELIMINARY PROVISIONS
1.1 PURPOSE
This Aeronautical Information Circular (AIC) is intended to disseminate the temporary changes inside EZEIZA FIR airspace and the operational restrictions during the G-20 Summit in Ciudad Autónoma de Buenos Aires (C.A.B.A) from November 29th, 2018 at 18: 00 UTC until December 2nd , 2018 at 01:00 UTC
1.2 APPLICABILITY
This publication is applicable to all those people who, in the performance of their duties, use the EZEIZA FIR air space during the G-20 summit to be held in Ciudad Autónoma de Buenos Aires (C.A.B.A) from November 29th, 2018 as of 18:00 UTC to December 2nd, 2018 as of 01:00 UTC
1.3 INTRODUCTION
The increase in air traffic movements and the importance and character of the Heads of State that will attend the G-
20 Summit, in the Ciudad Autónoma de Buenos Aires (C.A.B.A), brings with it the need to adopt security measures (SECURITY) by of the Ministry of Defense of Republica Argentina, which will therefore, affect the normal operation of the aeronautical activity in the affected airspace.
Due to this, the Aerospace Command of the Joint Chiefs of Staff of the Armed Forces, responsible for the defense of the Argentine airspace, the Civil Aeronautic Authority (ANAC) and the Air Navigation Services Provider of República Argentina (EANA SE), carried out an exhaustive planning and coordination task in order to match the security restriction measures that these Heads of State require, which impose limitations in some sectors of the airspace to the national and international civil aviation without affecting the operational safety
As a result, a series of Airspace Coordination Measures (ACM) will be carried out, among which stand out: the implementation of prohibited and restricted flight zones, the reorganization of the airspace with the temporary suspension of some airways (AWY's) , standard instrument departures (SID) and arrivals (STAR) and the temporary closure of some aerodromes located within BAIRES TMA

3. RESTRICCIONES AL ESPACIO AÉREO
Durante el desarrollo de la Cumbre, la Ciudad Autónoma de Buenos Aires recibirá a Jefes de Estado y a importantes personalidades de diversas áreas, lo que convertirá a la República Argentina en el centro de atención mundial.
Siguiendo los criterios adoptados en eventos de características similares en oportunidades anteriores, el Comando Aeroespacial del Estado Mayor Conjunto de las Fuerzas Armadas coordinó con la Autoridad Aeronáutica Civil (ANAC) y el Prestador de los Servicios de Navegación Aérea (EANA SE) el establecimiento de segmentos de espacio aéreo con diferentes niveles de restricción para la operación de la aviación comercial y general.
Los espacios aéreos establecidos son: una Zona de Identificación de Defensa Aérea (ADIZ G-20) en donde se aplicarán reglas específicas para la utilización del espacio aéreo con la finalidad de posibilitar a las dependencias ATC la identificación de todos los movimientos; una Zona Restringida de Vuelo (ROZ BAIRES) con la finalidad de permitir solo aquellos vuelos que cuenten con la autorización del Comando Aeroespacial; una Zona Restringida de Vuelo (SAR SPYGLASS) para uso exclusivo de aeronaves militares y, finalmente, una Zona Prohibida de Vuelo (ZVE ROJO) que estará controlada por la autoridad militar y en donde solo operarán aeronaves de Estado afectadas a la operación G-20.
4. DESCRIPCIÓN DE LAS ÁREAS INVOLUCRADAS
4.1 ZONA DE IDENTIFICACIÓN DE DEFENSA AÉREA (ADIZ G-20)
Espacio aéreo de forma circular de 250 NM de radio con centro geográfico en el VOR EZEIZA (EZE) y hasta el límite de la FIR MONTEVIDEO (SUEO), comprendido desde el nivel del suelo (GND) hasta ilimitado (UNL), (APÉNDICE
1, FIGURA 1), en donde toda aeronave que despegue o ingrese tendrá la obligación de presentar el plan de vuelo previo al despegue (no se aceptará la presentación del plan de vuelo en vuelo) y la disponibilidad y utilización del equipo respondedor de radar secundario y equipos de comunicaciones que permitan el enlace permanente con los servicios de control de tránsito aéreo (ATC) en ambos sentidos.
La ADIZ G-20 entrará en vigencia desde las 18:00 UTC del día 29 de noviembre de 2018 hasta la 01:00 UTC del día 2 de diciembre de 2018.
Las aeronaves que no cumplan con los requisitos establecidos para esta zona serán consideradas como Tránsito Aéreo Irregular (TAI) y estarán sujetas a la aplicación de medidas de interceptación con medios aéreos del Sistema de Defensa Aeroespacial a efecto de completar el proceso de identificación, siguiendo el procedimiento previsto en ENR 1.12 de la Publicación de Información Aeronáutica (AIP) de la República Argentina y la AIC Serie A, 06/2018, publicada el 26 de junio de 2018.
4.2 ZONA RESTRINGIDA DE VUELO (ROZ BAIRES)
Espacio aéreo ubicado dentro de la ADIZ G-20, de forma circular de 55 NM de radio con centro geográfico en el VOR EZEIZA (EZE) y hasta el límite de la FIR MONTEVIDEO (SUEO), comprendido desde el nivel del suelo (GND) hasta ilimitado (UNL), (APÉNDICE 1, FIGURA 2) en donde la operación de aeronaves será supervisada por el Centro de Operaciones Aeroespaciales (COAE) del Comando Aeroespacial.

3. AIRSPACE RESTRICTIONS
During the development of the Summit, the Ciudad Autónoma de Buenos Aires (C.A.B.A will receive Heads of State and important personalities from different areas, which will turn Republica Argentina into the global focus of attention.
Following the criteria adopted in events of similar characteristics in previous opportunities, the Aerospace Command of the Joint Chiefs of Staff of the Armed Forces has coordinated with the Civil Aeronautic Authority (ANAC) and the Air Navigation Services Provider (EANA SE) the establishment of segments of airspace with different levels of restriction for the operation of commercial and general aviation
The established airspaces are: an Air Defense Identification Zone (ADIZ) where specific rules for the use of airspace will be applied in order to enable the ATC units to identify all movements; a Restricted Flight Zone (BAIRES ROZ) in order to allow only those flights that have the authorization of the Aerospace Command; a Restricted Flight Area (SAR SPYGLASS) for the exclusive use of military aircraft and, finally, a Prohibited Flight Zone (ZVE ROJO) that will be controlled by the military authority and where only State aircraft affected by G-20 Summit operations will operate
4. DESCRIPTION OF THE AREAS INVOLVED
4.1 AIR DEFENSE IDENTIFICATION ZONE (G-20 ADIZ)
Circular airspace of 250 NM of radius with geographical center in EZEIZA VOR (EZE) and up to the limit of the MONTEVIDEO FIR (SUEO), included from the ground level (GND) to unlimited (UNL), (APPENDIX 1) , FIGURE 1), where any aircraft that takes off or enters will have the obligation to present the flight plan prior to takeoff (the opening of the flight plan in flight will not be accepted) and the availability and use of the secondary radar transponder equipment and communication equipment that allows the permanent radio contact with the air traffic control services (ATC) in both directions.
The G-20 ADIZ will enter into force on November 29th, 2018 from 18:00 UTC until December 2nd, 201801:00 UTC. Aircraft that do not comply with the requirements established for this zone will be considered as Irregular Air Traffic
(TAI) and will be subject to the application of interception measures with aerial means of the Aerospace Defense System in order to complete the identification process, following the procedure envisaged in ENR 1.12 of Republica Argentina Aeronautical Information Publication (AIP) and the AIC Series A, 06/2018, published on June 26th, 2018
4.2 RESTRICTED FLIGHT AREA (BAIRES ROZ)
Circular Airspace located within the G-20 ADIZ , of 55 NM of radius with geographical center in EZEIZA (EZE) VOR and up to the limit of MONTEVIDEO (SUEO) FIR, included from the ground level (GND) until unlimited (UNL), (APPENDIX 1, FIGURE 2) where the operation of aircraft will be supervised by the Aerospace Operations Center (COAE) of the Aerospace Command.
En esta zona podrán operar, además de lo establecido en el punto 4.1 ADIZ G-20, aeronaves provenientes de aeródromos controlados que cuenten con servicio de la Policía de Seguridad Aeroportuaria (PSA) o similar, con la obligatoriedad de presentar plan de vuelo previo al despegue (no se autoriza la presentación de plan de vuelo en vuelo) y además disponer de respondedor y equipo de comunicación que permitan el enlace permanente con los servicios de control de tránsito aéreo (ATC) en ambos sentidos.
Quedan prohibidos los movimientos de arribo, despegue y/o vuelo local sobre los aeródromos no controlados o Lugares Aptos Denunciados (LAD y LADH) para las operaciones aéreas de aviones y helicópteros ubicados dentro de esta zona.
La ROZ BAIRES entrará en vigencia desde las 18:00 UTC del día 29 de noviembre de 2018 hasta la 01:00 UTC del día 2 de diciembre de 2018.
Las aeronaves que no cumplan con los requisitos establecidos para esta zona serán consideradas como Tránsito Aéreo Irregular (TAI) y estarán sujetas a la aplicación de medidas de interceptación con medios aéreos del Sistema de Defensa Aeroespacial a efecto de completar el proceso de identificación, siguiendo el procedimiento previsto en ENR 1.12 de la Publicación de Información Aeronáutica (AIP) de la República Argentina y la AIC Serie A, 06/2018, publicada el 26 de junio de 2018.
4.3 ZONA RESTRINGIDA DE VUELO (SAR SPYGLASS)
Espacio aéreo ubicado dentro de la ADIZ G-20, comprendido desde el nivel de vuelo (FL) 200 hasta ilimitado (UNL)
entre las coordenadas 35º 40’ 13’’ S – 057º 42’ 00’’ W hasta el límite con la FIR MONTEVIDEO (SUEO) en 35º 10’
23” S - 056º 31’ 38” W y 35º 19’ 54” S – 056º 12’ 26” W, siguiendo hasta 35º 28’ 17’’ S – 054º 22’ 00’’ W, 37º 38’ 30’’ S – 056º 09’ 50’’ W hasta 35º 40’ 13’’ S – 057º 42’ 00’’ W, (APÉNDICE 1, FIGURA 3) en donde operarán exclusivamente aeronaves militares afectadas a la operación G-20.
La SAR SPYGLASS entrará en vigencia desde las 18:00 UTC del día 29 de noviembre de 2018 hasta la 01:00 UTC
del día 2 de diciembre de 2018.
Las aeronaves que no cumplan con los requisitos establecidos para esta zona serán consideradas como Tránsito Aéreo Irregular (TAI) y estarán sujetas a la aplicación de medidas de interceptación con medios aéreos del Sistema de Defensa Aeroespacial a efecto de completar el proceso de identificación, siguiendo el procedimiento previsto en ENR 1.12 de la Publicación de Información Aeronáutica (AIP) de la República Argentina y la AIC Serie A, 06/2018, publicada el 26 de junio de 2018.
4.4 ZONA PROHIBIDA DE VUELO (ZVE ROJO)
Espacio aéreo ubicado dentro de la ROZ BAIRES comprendido desde el nivel del suelo (GND) hasta Ilimitado (UNL) entre las coordenadas S 34º 15´38” – W 059º 15´00”, S 33º 49´ 10” – W 058º 56´16”, S 33º 51´36” – W 058º 31´ 21”, S 34º 39´40” – W 057º 45´59”, S 34º 42´37” – W 058º 41´ 50” hasta S 34º 15´38” – W 059º 15´ 00”, (APÉNDICE 1, FIGURA 4).
Esta zona de vuelo será controlada por la autoridad militar y solo podrán operar en ella aquellas aeronaves de estado afectadas directamente a la operación G-20. Aquellas aeronaves que no cumplan con los requisitos establecidos para esta zona o que siendo autorizadas modificarán sus rutas sin autorización del ATC serán consideradas como aeronave HOSTIL y estarán sujetas a la aplicación de las Reglas de Protección Aeroespacial (RPA).
Prohibido el uso de Drones de cualquier tipo, dentro de la ZVE ROJO, que no hayan sido específicamente autorizados por el Comando Aeroespacial.
La ZVE ROJO entrará en vigencia desde las 18:00 UTC del día 29 de noviembre de 2018 hasta la 01:00 UTC del día 2 de diciembre de 2018.
5. REQUISITOS PARA LA APROBACIÓN DEL PLAN DE VUELO
Las aeronaves que prevean operar dentro de los espacios aéreos descriptos en el punto 4 de esta AIC durante su período de vigencia deberán presentar el plan de vuelo respectivo con una antelación de al menos SEIS (6) horas a la hora prevista de fuera calzos (EOBT) de manera de permitir el análisis y control de los mismos por parte de la autoridad militar y gestionar la solución de las novedades encontradas antes que la aeronave se encuentre en vuelo.
De resultar necesario, el COAE supervisará el proceso de aprobación del plan de vuelo, suspendiendo o cancelando aquellos que tuvieran novedades o incumplimientos de las condiciones para el ingreso a la ADIZ G-20, ROZ BAIRES y/o ZVE ROJO, aunque se hayan cumplido todos los procedimientos legales para su presentación en el aeródromo de origen.
La notificación al usuario originador del plan de vuelo de las novedades encontradas se efectuará a través del
Prestador de los Servicios de Navegación Aérea (EANA S.E).
6. REORGANIZACIÓN DEL ESPACIO AÉREO DENTRO DEL TMA BAIRES
La activación de la ROZ BAIRES y de la Zona Prohibida de Vuelo (ZVE ROJO) implicará, además del cierre temporario de algunos aeródromos ubicados dentro del TMA BAIRES que se detallan en el punto 7 de esta AIC, la suspensión de algunas rutas ATS en el espacio aéreo Inferior y Superior (APÉNDICE 1, FIGURAS 5 y 6) y algunas salidas normalizadas por instrumentos (SID) y llegadas normalizadas por instrumentos (STAR) de los aeródromos
EZEIZA (SAEZ), AEROPARQUE JORGE NEWBERY (SABE) y EL PALOMAR (SADP), (APÉNDICE 2).
In this zone, apart from what is established in 4.1 G-20 ADIZ aircraft proceeding from controlled aerodromes with Airport Security Police Service (PSA) or similar, may operate with the compulsory flight plan submission prior to take off (in-flight flight plan presentation is not authorized), and also providing they are equipped with transponder and communication equipment that allow permanent radio contact with air traffic control services (ATC) in both directions.
It is forbidden all arrival, departure or local flight movement from uncontrolled aerodromes or from Reported
Appointed Places (LAD and LADH) for airplanes and helicopters located within this area.
The BAIRES ROZ will come into force on November 29th, 2018 from 18:00 UTC December 2nd, 2018 until 01:00
UTC.
Aircraft that do not comply with the requirements established for this zone will be considered as Irregular Air Traffic (TAI) and will be subject to the application of interception measures with aerial means of the Aerospace Defense System in order to complete the identification process, following the procedure envisaged in ENR 1.12 of República Argentina Aeronautical Information Publication (AIP) and the AIC Series A, 06/2018, published on June 26th, 2018
4.3 RESTRICTED FLIGHT ZONE (SAR SPYGLASS)
Air space located within the G-20 ADIZ, included from the flight level (FL) 200 to unlimited (UNL) between the geographical coordinates 35º 40 '13' 'S - 057º 42' 00'' W to the limit with the MONTEVIDEO (SUEO) FIR at 35º 10
'23 "S - 056º 31' 38" W and 35º 19 '54 "S - 056º 12' 26" W, continuing up to 35º 28 '17' 'S - 054º 22' 00 '' W , 37º 38
'30' 'S - 056º 09' 50 '' W up to 35º 40 '13' 'S - 057º 42' 00 '' W, (APPENDIX 1, FIGURE 3) where only military aircraft affected by the G-20 operations will operate
The SAR SPYGLASS will become effective on November 29th, 2018 from 18:00 UTC to December 2nd, 2018.until
01:00 UTC
Aircraft that do not comply with the requirements established for this zone will be considered as Irregular Air Traffic (TAI) and will be subject to the application of interception measures with aerial means of the Aerospace Defense System in order to complete the identification process, following the procedure envisaged in ENR 1.12 of Republica Argentina Aeronautical Information Publication (AIP) and the AIC Series A, 06/2018, published on June 26th, 2018
4.4 RESTRICTED FLIGHT ZONE (ZVE ROJO)
Air space located within the BAIRES ROZ included from ground level (GND) to Unlimited (UNL) between the geographical coordinates 34º 15' 38 "- S 059º 15' 00"W. 33º 49' 10 "S - 058º 56' 16 "W, 33º 51' 36" S - 058º 31' 21 "W 34º 39' 40" S - 057º 45 '59 "W, 34º 42' 37" S - 058º 41' 50 " W up to 34º 15' 38 "S - 059º 15' 00 W ", (APPENDIX
1, FIGURE 4).
This flight zone will be controlled by the military authority and only those state aircraft directly affected by the G-20
Summit operations will be able to operate inside it. Those aircraft that do not comply with the requirements established for this zone, or those being authorized, modifying their routes without ATC authorization will be considered as HOSTILE aircraft and will be subject to the application of the Aerospace Protection Rules (RPA).
The ZVE ROJO will come into force on November 29th, 2018 from 18:00 UTC to December 2nd, 20180 until 1:00
UTC.
It is Prohibited the use of any kind of Drones, inside the ZVE ROJO, that have not been specifically authorized by the Aerospace Command
5. REQUIREMENTS FOR THE FLIGHT PLAN APPROVAL
Aircraft that expect to operate within the airspaces described in point 4 of this AIC during the period of validity must present the respective flight plan at least SIX (6) hours before the estimated out of blocks time (EOBT) in order to allow the analysis and control of such a flight plan by the military authority and manage the solution of the findings found before the aircraft is in flight.
If necessary, the COAE will supervise the approval process of the flight plan, suspending or canceling those that have findings or differs from the conditions for admission inside the G-20 ADIZ, BAIRES ROZ and / or ZVE ROJO, even if all legal procedures for presentation at the aerodrome of origin have been fulfilled.
The notification of the flight plan findings to the originating user will be made through the Air Navigation Services
Provider (EANA SE).
6. REORGANIZATION OF AIR SPACE INSIDE BAIRES TMA
The activation of the BAIRES ROZ and the Prohibited Flight Zone (ZVE ROJO) will imply, in addition to the temporary closure of some aerodromes located within the BAIRES TMA that are detailed here below in point 7 of this AIC, the suspension of some ATS routes in the Lower and Upper airspace (APPENDIX 1, FIGURES 5 and 6) and some standard instrument departures (SID) and standard instrument arrivals (STAR) from and to aerodromes such as EZEIZA (SAEZ), AEROPARQUE JORGE NEWBERY (SABE) and EL PALOMAR (SADP) ), (APPENDIX 2).
7. UTILIZACIÓN DE LOS AERÓDROMOS UBICADOS DENTRO DE LA TMA BAIRES
Nota.- El presente punto 7, reemplaza al AIC A07/2018 de fecha 26 de julio de 2018.
7.1 AEROPUERTO INTERNACIONAL MINISTRO PISTARINI (EZEIZA)
En el Aeropuerto Internacional Ministro PISTARINI de EZEIZA (SAEZ) queda prohibida toda operación de la aviación general y de carga.
Solo podrán realizar operaciones las aeronaves de Estado, la aviación comercial regular de pasajeros y vuelos sanitarios.
Las restricciones aplican a partir del día 29 de noviembre de 2018 a las 18:00 UTC hasta el día 2 de diciembre de
2018 a la 01:00 UTC.
Las posiciones 17 y 18 y las posiciones de la ExTHR05 serán de uso exclusivo para aeronaves vinculadas al G-20 desde las 03:00 UTC del 29 de noviembre hasta 2018 hasta las 16:00 UTC del 2 de diciembre.
7.2 AEROPARQUE JORGE NEWBERY
En el Aeroparque JORGE NEWBERY (SABE) operarán únicamente las aeronaves de Estado pertenecientes a los mandatarios y/o asistentes a la Cumbre del G-20 y las aeronaves y helicópteros militares, de fuerzas de seguridad y policiales, quedando prohibida toda operación a la aviación civil a partir del día 29 de noviembre de 2018 a las
18:00 UTC hasta el día 2 de diciembre de 2018 a la 01:00 UTC.
Las posiciones 13 a 19 y la plataforma industrial sur y estarán destinadas al uso del G-20.
7.3 AERÓDROMO EL PALOMAR
En el Aeródromo EL PALOMAR (SADP) operarán únicamente las aeronaves y helicópteros militares, quedando prohibida toda operación a la aviación civil a partir del día 29 de noviembre de 2018 a las 18:00 UTC hasta el día 2 de diciembre de 2018 a la 01:00 UTC.
La operación de la aviación civil comercial de pasajeros hasta un máximo de (OCHO) 8 vuelos podrán gestionarse, como excepción, entre las 18:00 UTC y las 23:00 UTC del día 29 de noviembre de 2018.
7.4 AERÓDROMO SAN FERNANDO
En el Aeródromo SAN FERNANDO (SADF) queda prohibida toda operación de la aviación civil a partir del día 29 de noviembre de 2018 a las 18:00 UTC hasta el día 2 de diciembre de 2018 a la 01:00 UTC, con excepción de las operaciones aéreas sanitarias expresamente autorizadas por el Comando Aeroespacial, las que deberán hacerlo en las condiciones descriptas en el punto 8 de esta Circular.
7.5 AERÓDROMOS: LA PLATA, MARIANO MORENO, CAMPO DE MAYO y MORÓN
En los Aeródromos LA PLATA (SADL), MARIANO MORENO (SADJ), CAMPO DE MAYO (SADO) y MORÓN (SADM) operarán únicamente las aeronaves/helicópteros militares, de fuerzas de seguridad y vuelos afectados a la Cumbre del G-20, quedando prohibida toda operación a la aviación civil, a partir del día 29 de noviembre de 2018 a las 18:00 UTC hasta el día 2 de diciembre de 2018 a la 01:00 UTC.
7.6 AERÓDROMOS, LAD, LADH y LADA
Los demás aeródromos, LAD, LADH y LADA del TMA BAIRES que figuran en el listado adjunto en esta AIC (APÉNDICE 3), permanecerán cerrados para toda operación de la aviación civil a partir del día 29 de noviembre de
2018 a las 18:00 UTC hasta el día 2 de diciembre de 2018 a la 01:00 UTC.
8. OPERACIONES SANITARIAS
A partir del día 29 de noviembre de 2018 a las 18:00 UTC hasta el día 2 de diciembre de 2018 a la 01:00 UTC, dentro de la ZVE ROJO, no se autorizará ningún tipo de traslado sanitario que no sea urgente. Se considerará a dichos vuelos como urgentes cuando exista riesgo de vida, pérdida de funcionalidad de algún órgano o miembro del paciente a trasladar o cualquier otra causa médica que así lo justifique.
Todas las operaciones de Evacuación/ Rescate Aeromédico (ES) y Traslado Aéreo de Órganos (TAO) que se realicen durante esos días podrán ser auditadas en origen o destino a efectos de comprobar su urgencia, siendo responsabilidad del médico aeroevacuador de la empresa que realice dicho transporte aéreo, la determinación de la urgencia del traslado previo a su solicitud.
8.1 AEROPUERTO INTERNACIONAL MINISTRO PISTARINI (EZEIZA)
Hacia este Aeropuerto solo podrán efectuarse operaciones aéreas de evacuación sanitaria, traslado de órganos y transporte sanitario (sólo en caso de urgencia), de aeronaves provenientes de aeródromos sin control por parte de la Policía de Seguridad Aeroportuaria (PSA).
Para tales casos y a requerimiento, se podrá coordinar la presencia de medios del Sistema de Atención Médica de
Emergencias (SAME) y si el criterio médico indica que el traslado del paciente debe continuar por aire, lo harán con
helicóptero perteneciente a dicho Sistema.
7. USE OF AERODROMES LOCATED INSIDE BAIRES TMA
Note - Point 7 herein will replace, AIC A07/2018 dated July 26th 2018.
7.1 MINISTRO PISTARINI INTERNATIONAL AIRPORT (EZEIZA)
At EZEIZA (SAEZ) Ministro Pistarini International Airport, any civil general and commercial cargo aviation operation is prohibited from November 29th, 2018 at 18:00 UTC until December 2nd, 2018 at 01:00 UTC.
Only State aircraft, regular commercial passenger’s aviation and sanitary flights may carry out operations. Runway 17 - 35 will be exclusively used for aircraft taxiing and parking
These restrictions are enforced from November 29th, 2018 at 18:00 UTC until December 2nd, 2018 at 01:00 UTC.
Positions 17 and 18 and positions ExTHR05 will be exclusively used for aircraft affected to the G-20 from November
29th, 2018 from 03:00 UTC until December 2nd, 2018 at 16:00 UTC.
7.2 AEROPARQUE JORGE NEWBERY
In Aeroparque JORGE NEWBERY (SABE) will operate only State aircraft belonging to the leaders and / or attendees to the G-20 Summit and military aircraft and helicopters, security forces, being prohibited any civil aviation operation as of November 29th, 2018 at 18:00 UTC until December 2nd, 2018 at 01:00 UTC

7.3 EL PALOMAR AIRPORT

The operation of commercial civil aviation up to a maximum of 8 (EIGHT) flights may be managed, as an exception, between 18:00 UTC and 23:00 UTC on November 29th, 2018
7.4 SAN FERNANDO AERODROME
At SAN FERNANDO Aerodrome (SADF), any operation of civil aviation is prohibited as of November 29th , 2018 at
18:00 UTC until December 2nd , 2018 at 01:00 UTC, with the exception of sanitary air operations expressly authorized by the Aerospace Command, which must do so under the conditions described in point 8 of this Circular
7.5 AERODROMES: LA PLATA, MARIANO MORENO, CAMPO DE MAYO and MORÓN
In the Aerodromes LA PLATA (SADL), MARIANO MORENO (SADJ), CAMPO DE MAYO (SADO) and MORÓN (SADM) will operate only the military aircraft / helicopters, security forces affected to the G-20 Summit, prohibiting any civil aviation operation, as of November 29th, 2018 at 18:00 UTC until December 2nd, 2018 at 01:00 UTC.
7.6 AERODROMES, LAD, LADH and LADA CLOSED
The other aerodromes, LAD. LADH and LADA inside BAIRES TMA that appear in the list attached to this AIC (APPENDIX 3) will remain closed for all civil aviation operations from November 29th, 2018 at 18:00 UTC until the December 2nd, 2018 at 01:00 UTC
8. SANITARY OPERATIONS
From November 29th, 2018 at 18:00 UTC until December 2nd, 2018 at 01:00 UTC, within the ZVE ROJO, no sanitary transfer will be authorized unless considered as urgency. Such flights will be considered as urgency when there is a risk of life, loss of functionality of any organ or limb of the patient to be transferred or any other medical cause that justifies it.
All the Evacuation / Aero-medical Rescue (ES) operations and Air Transfer of Organs (TAO) that are carried out during these days may be audited at the origin or destination in order to verify their urgency, being the physician from the involved company the responsible for determining the urgency of the transfer prior to the request
8.1 MINISTRO PISTARINI INTERNATIONAL AIRPORT (EZEIZA)
Medical evacuation, transfer of organs and sanitary transport (only in case of an emergency) shall be only possible to this airport by aircraft proceeding from aerodromes without the Airport Security Police (PSA) control.
For such cases and upon request, the presence of the Emergency Medical Assistance System (SAME) may be coordinated and if the medical criterion indicates that the transfer of the patient must continue by air, they shall do so with a helicopter belonging to said System.
Por razones de disponibilidad de espacio en plataformas no se permitirá la permanencia (superior a dos horas) o pernocte de la aeronave que haya realizado el traslado o la evacuación sanitaria. Las aeronaves que hayan iniciado la operación en el Aeropuerto de San Fernando podrán retornar al mismo, debiendo obtener el permiso de tránsito del servicio ATC quien deberá realizar la coordinación correspondiente con el Centro de Operaciones Aeroespaciales (COAE) del Comando Aeroespacial.
8.2 AERÓDROMO SAN FERNANDO (SADF)
8.2.1 Aeronaves Autorizadas
Solo podrán operar en este aeródromo las aeronaves pertenecientes a aquellas empresas que en su Certificado de Explotador de Servicios Aéreos (CESA) estén habilitadas para Transporte Aéreo Sanitario (STAS), las que solo podrán operar en misiones STS/ES (con riesgo de vida) o STS/TAO (con riesgo de pérdida de órgano, funcionalidad o cualquier otra causa médica que lo justifique).
8.2.2 Condiciones de Operación
Estas aeronaves quedan exceptuadas de las exigencias establecidas en el punto 5, Requisitos para la aprobación del Plan de Vuelo, en lo que respecta a la presentación con una antelación de al menos SEIS (6) horas a la hora prevista de fuera calzos (EOBT).
Operación desde Aeródromos con PSA: Los tripulantes y pasajeros de la aeronave serán controlados conforme al protocolo y normas de seguridad (SECURITY) establecidas por dicha Fuerza para esta ocasión.
Operación desde Aeródromos sin PSA: Cuando sea posible disponer de personal de la PSA a bordo, el mismo embarcará en San Fernando con la función de realizar las verificaciones de seguridad correspondientes en el aeródromo o lugar intermedio desde el que se efectúa el STS/ES o STS/TAO de urgencia. De no cumplirse este punto, la aeronave deberá dirigirse al Aeropuerto de Ezeiza (SAEZ).
En la medida de lo posible, el efectivo de la PSA embarcado se mantendrá en la aeronave hasta su regreso a San Fernando, aunque, si la capacidad de la misma no fuera suficiente, será recuperado por una aeronave puesta a disposición por el Comando Aeroespacial.
Llegadas al Aeródromo San Fernando: todas las aeronaves sanitarias (STS) deberán estar expresamente autorizadas por el Control Militar para ingresar y operar dentro de la Zona Prohibida de Vuelo (ZVE ROJO) mediante la presentación del plan de vuelo correspondiente y cumplimentarán las trayectorias autorizadas por dicho Control.
Toda aeronave sanitaria, que en función de traslado o evacuación sanitaria se dirija a buscar un paciente a un aeródromo no controlado para posteriormente trasladarlo a SADF, deberá obligatoriamente presentar ambos planes de vuelo a su salida en el aeródromo de origen.
Salidas del Aeródromo San Fernando: todas las aeronaves Sanitarias (STS) autorizadas deberán presentar el correspondiente plan de vuelo y serán expresamente autorizadas por el Control Militar para despegar de SADF y operar dentro de la Zona Prohibida de Vuelo (ZVE ROJO), siendo la única salida autorizada para cualquier destino la siguiente:
DEP SADF DCT EZE 19 posterior EZE 20 abandona la TMA BAIRES vía ATOVO.

Incumplimiento del permiso de tránsito: dentro de la ZVE ROJO, cualquier desvío del eje de la ruta o modificación del procedimiento autorizado, deberá ser solicitado previamente al control. Todo desvío de la trayectoria no informado/autorizado será asumido como una potencial agresión / amenaza e implicará la inmediata declaración de la misma como aeronave HOSTIL a efectos de aplicar las Reglas de Protección Aeroespacial (RPA) que correspondan.
IMPORTANTE: TODA AERONAVE CIVIL QUE INGRESE A LA ZONA PROHIBIDA DE VUELO PODRÁ SER ESCOLTADA POR AERONAVES MILITARES DE DEFENSA AÉREA.
9. USO DEL EQUIPO RESPONDEDOR
El equipo respondedor de radar secundario es el principal medio de identificación del tránsito aéreo. Por ello, únicamente serán autorizados a operar en los espacios aéreos establecidos en el punto 4 de esta Circular, aquellas aeronaves que dispongan y tengan en funcionamiento el mencionado equipamiento.
10. MEDIDAS DE SEGURIDAD COMPLEMENTARIAS
Además del cumplimiento de las normas y procedimientos previstos, el piloto al mando deberá cumplir con la ruta establecida en su plan de vuelo autorizado. En caso de resultar necesario modificar la misma, la solicitud deberá ser coordinada con las dependencias ATC.
Las aeronaves que modifiquen su ruta prevista sin autorización de las dependencias ATC o ingresarán en las zonas restringidas o prohibidas de vuelo sin autorización serán consideradas como aeronave HOSTIL y estarán sujetas a la aplicación de las Reglas de Protección Aeroespacial (RPA).
Due to space availability on aprons, the staying (more than two hours) or overnight staying of the aircraft that carried out the transfer or sanitary evacuation will not be allowed. 8.2.2 Conditions for Operation
These aircraft are exempted from the requirements established in point 5, Requirements for the approval of the Flight
Plan, with respect to the presentation at least SIX (6) hours before the estimated out of blocks time (EOBT).
Operation from Aerodromes with PSA: The crew and passengers of the aircraft will be controlled according to the protocol and safety regulations (SECURITY) established by the Force for this occasion.
Operation from Aerodromes without PSA: When PSA personnel is available on board, they will embark in San Fernando being responsible for carrying out the corresponding security checks in the aerodrome or intermediate place from where the urgency STS / ES or STS / TAO are carried out. If this point is not met, the aircraft must go to the Ezeiza Airport (SAEZ).
As far as possible, the PSA staff onboard will remain on the aircraft until its return to San Fernando, although, if the aircraft capacity were not sufficient, such staff will be recovered by an aircraft made available by the Aerospace Command.
Arrivals at the San Fernando Aerodrome: all sanitary aircraft (STS) must be expressly authorized by the Military Control to enter and operate within the Prohibited Flight Zone (ZVE ROJO) by presenting the corresponding flight plan and will complete the segments authorized by said Control.
If the aircraft that must perform the transfer or sanitary evacuation picks up the patient from an uncontrolled aerodrome to be transferred to SADF, it must submit both flight plans upon departure at the origin aerodrome.
Departures from the San Fernando Aerodrome: all authorized Sanitary Aircraft (STS) must present the corresponding flight plan and will be expressly authorized by the Military Control to take off from SADF and operate within the Prohibited Flight Zone (ZVE ROJO), being the only one Authorized exit for any destination the following:
DEP SADF DCT EZE 19 after EZE 20 leaves the BAIRES TMA via ATOVO.
Non-compliance with the traffic permission: within the ZVE ROJO, any deviation of the route axis or modification of the authorized procedure must be previously requested to the control. Any deviation from the uninformed / authorized route will be assumed as a potential aggression / threat and will imply the immediate declaration of the aircraft as HOSTILE, therefore applying the corresponding Aerospace Protection Rules (RPA).
IMPORTANT: ANY CIVIL AIRCRAFT THAT ENTERS THE PROHIBITED FLIGHT AREA MAY BE ESCORTED BY MILITARY AIR DEFENSE AIRCRAFT.
9. TRANSPONDER USE (TRANSPONDER)
The secondary radar transponder equipment is the main means of identifying air traffic. Therefore, only those aircraft that have and operate the aforementioned equipment will be authorized to operate in the airspaces established in point 4 of this Circular.
10. COMPLEMENTARY SECURITY MEASURES
In addition to compliance with the rules and procedures envisaged, the pilot in command must comply with the route established in their authorized flight plan. If it is necessary to modify it, the request must be coordinated with the ATC units.
Aircraft that modify their planned route without authorization from the ATC units or enter the restricted or prohibited flight zones without authorization will be considered as a HOSTILE aircraft and will be subject to the application of the Aerospace Protection Rules (RPA).
En caso de haber recibido autorización para el ingreso a las zonas restringidas o prohibidas de vuelo (ROZ BAIRES
/ ZVE ROJO) y de existir la necesidad de cambiar o apartarse de la ruta autorizada es obligatorio/mandatorio que
el piloto al mando lo notifique de inmediato a la dependencia ATC de jurisdicción.
El piloto que presuma que inadvertidamente no cumplimentó las normas establecidas para los espacios aéreos restringido o prohibido deberá contactarse inmediatamente con la dependencia ATC de jurisdicción e informar tal situación, manteniendo el código respondedor asignado originalmente y, en caso de no poder contactarse con esta, efectuará una llamada en la frecuencia 121,5 Mhz y colocará el código 7600 en el equipo respondedor.
NO OLVIDAR: NUNCA INGRESAR A UNA ZONA RESTRINGIDA O PROHIBIDA DE VUELO SIN TENER AUTORIZACIÓN DE LA DEPENDENCIA ATC
11. NUNCA INGRESAR A LA ZONA PROHIBIDA DE VUELO
Las aeronaves con FALLAS DE COMUNICACIONES y las NO IDENTIFICADAS estarán sujetas a la aplicación de las Reglas de Protección Aeroespacial (RPA) y serán declaradas AERONAVE HOSTIL, por lo que, de resultar necesario, podrán ser neutralizadas y/o destruidas por los sistemas antiaéreos de defensa.
